neeuqdrazil can connect fine from her office, so the problem seems to be on my end this time. It is possible, I suppose, that the network people here finally realized that they weren't filtering telnet and FTP outgoing connections, and started to do so. If so, that is bad.
On the other hand, traceroutes are showing weirdness, so it may just be a routing problem.
