In the non-fiction pile (though I don't know about its availability as an ebook), there's a book that came out recently which I think is called The End of Aid. The author's premise is about the current framework of foreign aid being a detriment to the internal development of the countries receiving it.
Havent read it yet so I don't know if I agree with her arguments or not but I'd be interested to find out what they are.
